Topic: Committee Ideas?

We are looking at getting people with like interests and knowledge working together in areas we feel need it -- so here are a few committees that we feel are needed:

Legal Issues - To look into the PACT legalities of the PACT board cancelling contracts, etc.

Media Relations - Those who have media contacts and are interested in working with and contacting media throughout the state in all formats; print, tv, radio - and getting the word out about Save Alabama PACT and keeping the issues at hand in the media spotlight.
Also anyone with contacts that would be willing to donate ad space, print services, etc.

Financial Review - Committee of those with a financial background that can delve into the financials of the PACT program and report back as to their thoughts on the handling of the funds -- any inconsistencies, etc. Also looking for options to present to legislature on where the funding can come from.

Alabama Alumni-- to connect other alumni and/or employees of University of Alabama that can work together to communicate with the Alumni association and directors of the college to find a level playing field in which they can cooperate with legislature and back a levy to save the PACT program.

Auburn Alumni -- to connect other alumni and/or employees of Auburn University that can work together to communicate with the Alumni association and directors of the college to find a level playing field in which they can cooperate with legislature and back a levy to save the PACT program.

Others?? Suggest one here.

What about a legislative committee for those who are familiar with how the state government works, what it takes to get a bill on the floor for a vote, has contacts in state government and knows who we collectively should be contacting in government as the legislative process progresses when the RSA report is released so that we can act in one accord.

It would be helpful to have a committee, database, link, or something to help with out of state purchasers.  I was born and raised in Mobile, AL and purchased PACTs for both my children when they were born (1992 and 1996).  I moved to Texas for work reasons in 1999 but didn't worry because one of the major selling points of the PACT was portability.  My kids could use it at out of state schools.  From what I understand, if the state of Alabama does not honor my contracts and I am forced to sue, my lawsuit will be a federal case, due to crossing state lines.  I am sure there are more folks like me out there and we probably need to have a forum to exchange ideas and information.  Can that be done on this site?

If you look on our front page, there is a listinng of "Area Leads".  Find your Mobile leader and get on their email listing.  This would be a start.  We, in Huntsville, have several out-of-state members on our list.  I'm not sure at this time of the answer to the forum site  question.  Our leaders will need to address it probably sometime in the very near future.

Someone needs to look into whether or not the PACT program contracts could actually be considered a Security. It appears to me that the PACT contract that parents received could possibly be considered an "investment contract" as defined by the Alabama Securities Act. Just curious, has anyone thought of approaching the Director of the Securities Commission, as to whether or not the misrepresentations made during the sale of the investment contracts is a violation of the Securities Act and therefore a felony?
If it isn't why?
What determines whether or not it is or isn't a security?
