Meeting information for Save Alabama PACT! meeting has been posted on front page of the site.

Please try and set time apart this week to attend our meetings in Montgomery and the PACT Board meeting - all on Wednesday.
We know this is asking a lot - travel time, work leave, etc. but we REALLY feel it is important to meet and organize - and attend the PACT BOD meeting!

I am really sensing this meeting and the inflections of the voices of this meeting (that is Ivey and the BODs) may define our direction for the summer. Keep your friends close and your enemies closer...

I strongly urge everyone who can possibly make it to come to the meetings this Wednesday, May 20th in Montgomery that thrashermom is referring to above!!

Please come and get a real sense of what is going on on the PACT board and Kay Ivey's reaction to that...there is no way to publish the inflection in someone's voice but you will know it when you hear it...

Friends  - If you are a PACT contract holder, or if you KNOW those who are (forward this e-mail to them please!), make every effort to attend this Wednesday's meetings in M'gomery, as listed below.  I know this is short notice....I only found out yesterday....but I've come to learn that this is how such PACT-oriented sessions operate.  I've come across several PACT contract holders around Marshall County in recent weeks who ask me to keep them informed.  While that expression may be well-meaning, at this juncture, it's not enough to merely be "kept informed" after the fact.  Decisions are being made SOON about PACT that will determine PACT's future (and currently, it's not looking good....) and the Board of Directors need to see actual citizens (aka voters), concerned contract holders, on their turf, the State Capital Bldg. A number of these directors are running for state political office next year.  If there's one thing I've learned in this PACT debacle, it's that such politicians are entirely comfortable with, and may even rely on, PACT contract holders' apathy and absence in their open discussions and voting. It's important for us to be in M'gomery.
Two days ago, I attended Auburn University Parent Orientation, and was reminded that ONE semester of tuition for my son costs $3226.00 for 10-15 credit hours (the usual class load). According to the distributed AU handbook, "These are current charges that are likely to increase following a June 2009 University Board of Trustees meeting".  I'm sure that the same holds true for the University of Alabama, UAH, Jacksonville, UNA, Troy, and the rest.
The preservation of the existing PACT contracts is crucial to me, and should be to other PACT contract holders, too.  My daughter graduates from Guntersville High School this Friday the 22nd, and I've got a full week ahead with her activities....the notice and timing of these PACT meetings are terrible for me, and may be for you, too.  But it's important for my childrens' college tuitions. 
If you own a contract(s), please drop everything for Wednesday and join me and others in attending these meetings.

I do not trust government where PACT is concerned, and there needs to be a real groundswell of PACT contract holder presence in M'gomery this time.  I just attended Auburn University Parent Orientation two days ago, and learned that my incoming son's tuition for ONE semester is $3226.00, in-state (FYI, out-of-state is $9106.00). Do the tuition math....it's worth a day off from work to get there....
A selfish sidenote:  My daughter graduates from high school this Friday.  I am personally ticked off at Ivey and the rest of them for their timing, taking away from me what SHOULD be a celebratory week of focus on my daughter and her activities.  Instead, my mind is on PACT problems, and M'gomery, and politicians, and traveling across the state on Wednesday and the rest.....I'm ready for some solutions that result in honoring all 48,000 of these existing contracts."

With every good idea comes a LOT of background work!!!

I've attached a comprehensive listing of every radio station in the state.  I've randomly clicked onto four listings, all of which have contact information....e-mail address, phone number, etc.  Otherwise, find phone info for the radio station on the internet (whitepages.com is one source), call the station, speak to the on-duty DJ, and ask for the station's news department e-mail address, and the station managers name (for a personal e-mail salutation to him/her).  Also include a contact name/number of our PACT group in case the radio station has an inquiry.

The "nuts and bolts" information regarding Wednesday's PACT events.....times, date, places.....need to be e-mailed to every radio station for immediate broadcast.  From my past experience, it's always "iffy" to relate such info by telephone to a radio rep.  Inevitably, the message facts are lost in translation from me to the radio personnel.  The written e-mailed word, on the other hand, is more precise, and radio personalities LOVE to read a PSA script.  The less work on them, the better the chance of the message being aired.

My daughter's high school baccalaureate service begins in 15 minutes, immediately followed by a graduation dance.  My evening is full, and I regrettably cannot work on this assignment tonight. 

There are a LOT of radio stations listed, so my recommendation would be to divide and conquer.....split up the list among a few PACT advocates, and with the same standard e-mailed message (time, date, place....copy and paste the one currently circulating...), let the e-mailing begin!!  The sooner an e-mail is in the radio station's inbox (optimally, tonight!), the quicker it'll be printed and handed to the broadcaster!  The message can be broadcast as soon as this evening, and throughout the next two days.

Preface our message as a "public service announcement".....radio stations will be more receptive to airing if it is labeled as such.

By copying & pasting the same message, I personally (rather hurriedly) sent today the following to five Huntsville radio stations.  Hopefully, it will get some attention:

"As I'm sure you are aware, the Prepaid Affordable College Tuition (PACT) state run program is in great financial difficulty.  The Secretary of the Treasury, Kay Ivey, has called a Board of Directors Meeting on Wednesday, May 20,  at 1:00 PM in Montgomery.  As we PACT members have no way (we've tried everything) to reach each other, it is very difficult to organize resistance to whatever they may try to decide in Montgomery.
We are contacting the Huntsville local radio stations and are asking for an immediate public service announcement of our meeting taking place in Montgomery (details below).  This would help us greatly in getting the word out to Huntsville and the North Alabama area.  Our children's future is at stake!

We have also sent out PSA requests to radio stations- throughout the state - excluding HSV to try and not double send. Sent approximately 20 requests.

Terry has worked unbelievably hard notifying by email the radio stations below, at great personal sacrifice.  I also notified in Huntsville - WRTT, WRSA, WAHR, WTKI, and WLPH Public Radio.  And, then I pooped out!  If you folks can notify the ones in your areas, it could go along way toward helping our cause. dp

I want to say thank you to everyone who turns out for the meetings today and a special big thank you to all the organizers. It simply was not possible for me to be there today. But this is definitely not the end and I have a feeling there will be be plenty more meetings and much work to day that I will be able to attend in the future. I'm looking forward to hearing feedback about everything that went on in Montgomery today. I hope a lot of it will be posted because I really wanted to be there. And..."No PACT contract left behind!"

PACT assures Alabama parents of tuition money for fall, spring

MONTGOMERY, AL - The PACT Board voted today to follow the language of a legislative resolution, which state Treasurer Kay Ivey predicted would lead to secure stable funding for the prepaid college program.

The program's actuary told the board the fund has enough money to pay tuition this fall and next spring. The PACT Board voted unanimously to assure parents that it will keep paying tuition this fall and next spring.


 
The Legislature adopted a resolution on its final day Friday, asking The Retirement Systems of Alabama to conduct an actuarial study of the fund.

The report to Gov. Bob Riley and the Legislature is expected within 30 to 45 days.

Ivey said the PACT Board would encourage legislators to draft legislation with effective funding solutions to fund all PACT students in time for it to be pre-filed before the 2010 legislative regular session begins in January.

So glad to have found this site. Purchased 4 PACTs and thankfully have used 2 of them to put 2 sons through  Auburn. Now I have twins to start college in 2010. I have been a vocal advocate of the PACT for years  and have encouraged friends to enroll their children in the past.  Now we must band together and save this for all the PACT participants.

I am new to the forum and owner of 2 PACT contracts.  Have not written my legislators (yet!) but have been concerned since my initial "Dear PACT holder" letter and need to take the plunge.  I am probably like a lot of people who are worried but too busy or unsure how to take action.  I have a college freshman in fall 2009 and another one for fall 2013 if it lasts.  Have been reading the posts about "we must organize".  A couple of things strike me as possible ways to go about this.
1.  Greater publicity on local, state, and national levels.  Bombard radio, TV,  news, magazines at all these levels with the story.  Assign individuals to pursue editors of key publications (even Time, US News & WR, etc).  I do not know if there have been stories run beyond the newspapers.
2.   Scheduled communication forums among PACT contract holders (chats, teleconferences, or webinars).  It would seem some members would have access to this capability.
3.  Is there an established database of all PACT members - do we have emails, addresses, phone numbers of the 48,000 members?  Can we obtain through the freedom of information act?  If we had this there could be more organized communication to the PACT members and greater impact with activities.
- Once we contact as many members as possible, embark on intensive letter writing and phone calling campaign to legislators - provide postcard and letter templates
- Demand our legislators look at other successful programs as a model for

Provide complete and sustained pressure, focus, and visibility of the problem with regularly scheduled milestones and assignments.  I'm willing to help!

I'm still in the learning process with this gmail.  Hopefully, I will get a little more proficient at it!  While in Montgomery it was brought to my attention that by sending to everyone, a lot of space was taken up in your email accounts due to the length of all of the addresses.  This is a legitimate complaint and I'm going to be trying a different way.  Today I've added approximately 15 new addresses to our list.  They are included in this mailing for those who like to have them,  however, after today, I will be sending to everyone "blind".  Your name alone will appear on the "to" blank.  Everyone else will still be receiving the mail, but everyone's name will not be shown.  I will still forward your pertinent comments to everyone.  Be assured that if it only has your name on it, the others are also receiving their copies.  The only exception to this is if I'm asked to keep something confidential, I will.

Montgomery:
From a purely personal point of view. My husband, Ted, and I drew the following conclusions: 

There's good news and there's not so good news from the Board of Directors and others. 

Of course, the good news is that the 2009 fall and 2010 spring tuitions will be paid!  YEA!  And SJR 150, a house and senate joint resolution was passed.  It requests the Retirement System of Alabama (RSA) to make a financial study of the handling of PACT investments and to give their recommendations as to funding requirements necessary to make PACT fiscally sound.

After that, the bad news is that we will probably be back to square one.  sad   Folks, we are going to need all the help we can get from you and everyone else that has a PACT.  If you know of any PACT holders who have been apathetic or maybe just waiting and watching and hoping someone else would take care of the problem, they need to be told immediately to join www.savealabamapact.com or Patti Lambert's facebook page.  If they don't have a computer, get their name and address and send it to us or one of the websites.  They need to be told it is critical if they want to save their child's college tuition. 

We were told by Dr. Bronner's assistant (didn't get his name) that what we really need bottom line is a source of funding.  If you have any good, innovative ideas for funding, and even if you don't, please, please get in touch with your senator and representative and put the pressure on them to come up with a funding solution.     Emphasize how important it is.  Apparenty, they can be working on this even while they are not in session, but they need to feel the pressure to do so.   Also, call or write  the governor at http://governor.alabama.gov/contact.aspx.  When you contact them send a copy to Kay Ivey at www.treasury.alabama.gov/pact/ .  It is vital that you call or write these people - more than once.

WHERE ARE THE REST OF THE PACT CONTRACT HOLDERS?  IT'S TIME FOR THEM TO STEP UP!

You ask some good questions...some have been addressed and are continuing being addressed...particularly access to the PACT contract holder list that as of this post is still considered private...we are workng hard on a solution.

We believe the web, webinars, on-line meeting are essential...

You will see alot more of this during the following months

Do you feel like you have been scamed? Well you have been. I can not believe that anyone would place hard earned money into the governments hand to manage. Yes they change the contract on you several times. [Ding] was that not a clue that the program was in trouble? Did you keep up with the changes? There is no one better that I know of that will manage my money better than I. Now they are going to want me, Taxpayer, to bail out their mishandling of your money. I still got my son' collage money with out a question. My wife and I make less than $60k a year. Why, I did not give it to the State, watched my investments daily, kept up with the economy daily and adjusted when necessary. By the way I do not even have a collage degree. Get out while you can. Question, Now that you have lost your money, but I still have mine, am I going to have to pay for your childs collage too?

The legislature had adequate time to support PACT, they opted not to support PACT.

Does the State Board of Education not have authority to order state-funded institutions to accept PACT students?

We as parents had a choice and those who did took a risk.  So now as taxpayers we should not bail out more bad decisions, I read the fine print years ago and it was obvious then this current situation could happen.  this was one of the reasons promoted as to not have an Education Lottery, well folks this has failed and the neighbouring States' plural Lotteries are working. No more Free Rides on Tax Payer Expense, No to PACT Bail out.
