I understand the House Gov. Appropriations Committee has approved by voice vote a $150M rescue for PACT by steering $150M to Pact from Oil & Gas Royalties over a 5 year period.  It now goes to the House floor and, then to the Senate.  This looks more like it!   I think we ought to fight for it.  I think we should commence another letter-writing campaign to the House and, at the appropriate time, to the Senate.  I feel our chances of a constitutional amendment (H747) are pretty dismal.  People who don't own PACTS probably wouldn't vote for it.  And, we would have to wait more than a year for the vote.   I'm sure there would be competition for this money and that's why we need to put the pressure on immediately.
