As most of you I too contracted to send my children to college by way of this program offered by our state back when my kids were first born. It was at time difficult to come up with the funds but struggled through for hopes of a better life and opportunities for their future. I had researched other states that had similar programs and felt that this was a great way to provide for this without the risk of myself "playing the market". My sister in Michigan had warned me of what happened there with their trust fund being invaded by state government only to be replaced by an enacted tax to replace the funds for contract holders. Of course this meant you were paying twice by way of the replacement tax, but the promise was kept. I know some people in our state feel that with the economy failing as it has we should bear the brunt of the investments made by our officials on our behalf. But please remember,  this was represented as a guarantee thus removing the risk factor as if we were taking the personal risk of the stock market ourselves. I only hope that our entrusted officials find a way of honoring this program so that in many cases deserving students, with only this means, will find their way to the dream of a degree from a state institution of higher learning.
