Didn't see any new activity on here so thought I should say something! No, really, I want to thank Donna Peacher for her efforts to gather together all the PACT holders in Madison County. I know there's got to be a lot. I urge everyone to make contact either through this website or Facebook so the area leaders can get in touch with you. I'm asking people if they're PACT holders so I can let them know what's going on. I believe this is something that if we all have a way of getting together through email or whatever to share information we can keep an eye on what's happening with the PACT situation and really make a difference. Thank you to all the others who have also worked so hard to try to organize everyone.

Thanks for your response Virginia.  Frankly, I am very disappointed with the response to my posting (see  my posting of yesterday), asking all in Madison County to get in touch with me in order to begin an organization that can get things done on this problem.  I have 11 responses!  I found an additional 6 names by combing this website, but no email addresses have come.  I have tried callling them, writing them, etc.  PEOPLE WE NEED TO GET SERIOUS!  Please get in touch with me at dhpeacher@gmail.com.  I'm in the phone book too.  If you really care about your kids' futures, you need to act.    WE ASK YOU IN MADISON COUNTY ONLY TO GET IN TOUCH.  DON'T WAIT AROUND.  THOSE LAURELS YOU'RE RESTING ON ARE GOING TO WILT AND DIE.  I know some will say this is uncalled for, but there is a lot of organization that needs to be done.  Sorry if I seem blunt, but it seems to be called for.

Is it possible for the master email list to be used to obtain locations of people?  If the locations are not on the master list, could an email be sent to all requesting their locations?  (or, better still telling the ones in Madison County to get in touch with me) I have done this on my more limited list, but I'm sure there are a lot more people out there who have signed up with this website and Facebook.  How can we organize if we don't have names and locations?

Has anyone had any luck obtaining a list of PACT holders using the Freedom of Information Act? It seems I remember seeing someone posting on this website somewhere that requests have been made. In the meantime, if there is a master list of email addresses that can be used to request locations it sounds like a good idea.

Donna and rem50...thanks for your spirit and questions. Both are quite valid and needed.

First, yes the FIA has been addressed by our supporters and a request has been officially made to the Treasurer's office. To date, no final answer.
We as SaveAlabamaPACT are working dilligently to find a solution to this problem that satisfies the concerns and needs of both sides of the problem.

We are attempting to work with the Treasurer's office to add our support message at our expense to a needed informational letter that the Treasurer's office (that would be Kay Ivey) needs to send out to all contract holders also.

Secondly, I would tell everyone to please get on the forum and communicate with supporters in your area, such as Donna Peacher is organizing in Madison County. We are soliciting supporter locations via this forum. To try to keep it simple, the JOIN US email list on the front page only collects your name and your email address at this time. Everyone communicate via this forum or directly with your team leaders in your area and let them know how to reach you.

Thirdly, as the master list grows we can request additional information. We honestly want email addresses at this time over anything so we can contact all supporters.

Keep posting and if anyone would like a CATEGORY on the forum for their group area, just let us know and we can do that immediately.

I live in Chilton co. My oldest daughter graduated from Montevallo last Dec. My younger daughter is going to be a senior at Ala, and my son is starting at Ala this Aug. I can post the yard sign in locations in this county.

Hi!! I only found this site today. Thanks for the chance to unite. I'm from Madison (Monrovia). We purchased our PACT in 1992.Our son is a senior and has been dually enrolled at Calhoun. He is planning on dual enrollment at UAH this fall. We are sickened by what has happened. I'm a stay at home mom and we thought we had this college thingy taken care of. I contacted the gov. and he more or less blew me off. He said it was Kay Ivey's responsibility and that the State had nothing to do with it!! BS!! We have all the original brochures and contract.

Prepaid tuition victims need to wake up


Families typically choose to save for college expenses through conventional savings, 529 plans, prepaid tuition program, etc.   None of these savings approaches are absolutely guaranteed.  Government promises can be enacted by law and retracted by law. Corporations can experience losses and go bankrupt.  Interestingly, many families in the Alabama program now believe they are more entitled to be bailed out than equally responsible savers using other investments.  It’s time for the “victims” to wake up and realize that “buyer beware” applies to government programs.  This is not news!  For anyone asleep in history class there may be a few points missing from your notes.  Most importantly, governments rarely save money on your behalf.  If you hear a rumor about a government saving money then check closer to see who’s cooking the books.  When push comes to shove, governments appropriate the money you have given them with little long term regard for promises.  An exception to this rule is when governments can borrow enough to fool you into believing all is well.  Looking to the future, if the “victims” of Alabama’s Prepaid Tuition program are bailed out it will be done on the backs of responsible savers that stayed awake in history class.

I have one child who is an upcoming Freshman in high school.  I purchased the PACT contract in 1997 when she was two years old and thought my problem was solved for college tuition.  I have been reading this forum as a guest since it was established but just joined today.  I am in Madison County.  I did contact the governors office several weeks back when this all came to light and basically received a letter from him stating "not my problem" as the tone of it read.  I also contacted our representatives for the area.  I am afraid that the legislatures will drag their feet until this program becomes completely broke.   I have 4 years left before my daughter will be ready to begin using this contract and am worried.

I've remained quiet when reading "You're so stupid" comments from people who don't have PACTS to people FOR WHOM THIS FORUM WAS CREATED, meaning NOT YOU! To suggest that because we bought into PACTS we are somehow inferior and don't deserve any consideration from those who created this mess is just you and others of your ilk running scared, refusing to believe some children deserve something you don't have. "Buyer beware applies to government programs" has probably been the case at times. But just because it has happened before doesn't mean it was right then and it doesn't mean it's right now; and I've never seen any laws stating that's the way it ought to be (and don't bother trying to show me any that you think do so. That would be somewhat undignified.) After reading the comments from RSA, I'm not in the mood to hear, "tsk, tsk, tsk, you foolish people who would trust the highest levels of state government." Similar programs exist around the country that have been successful. There's no good reason why this one should not have been. And, yes, it is the responsibility of those who created it to fix it and show some semblance of honor and integrity. For those who aren't involved with PACT just know that if your elected officials did it then your state did it. And we, all of us, are the state. I honestly believe you need to stop worrying about some pennies in your pocket and think more about how to make the state of Alabama a place to live where the government does the right thing. In this case "the right thing" means not depriving 48,000 children a college education they paid for.

Jeff and Alice Mockensturm - Active US Army, assigned currently in New Jersey, but we've lived ten years in Madison County off and on over the past 25 years, and are planning on moving back home to N. Alabama one day.

We bought PACT contracts for our two boys in 2001 and are counting on the plan being there when the oldest starts college in 2012.

We sort of resent the implication that we took a "sucker bet" or are seeking a "handout" as "victims" of this failed program.  When we contracted with the state for prepaid tuition, the only alternative program was UTMAs or UGMAs (529s were just emerging).  The bottom line, we chose NOT to gamble in the market with our kids' college education - we went with the "sure thing" of pre-paying the state. 

Know that while we can't be there physically with you all, we are there in our thoughts and prayers and appreciate the good fight you are engaged in.

Please continue to distribute the flyers in our local churches, store windows, schools, wherever you can.  Spread the news by word of mouth and encourage anyone in our area who owns a PACT to contact me.  You can also spread the word by sending an email to everyone in your address book and asking them to forward it to everyone in their address books.  Invite them to check out our web page www.savealabamapact.com.  You can do the same thing on using your facebook friends--inviting them to join our SaveAlabamaPACT group on facebook. 

If you know any of our local politicians who would be willing to attend our mtg, please contact them.  If you need my assistance, please feel free to contact me.  I look forward to seeing each of you at our mtg.  We MUST have your support to save our PACT.
