Topic: RSA Oversight of PACT Program Proposal

The Birmingham News reported this Saturday morning, 4/4/09 that Retirement Systems of Alabama would oversee Alabama's prepaid college tuition program, replacing the 10-member board that oversees it now, under an early outline of a bill that three of the board members expect to be filed in the Legislature next week.

B'Ham News 4/4 - Bill to rescue tuition program in the works

This proposal may have the most teeth in it so far...Ivey, Folsom and Byrne are the three heavy hitters that were assigned the role to review possibilities that came out of the March 24 PACT Board of Directors meeting

Post your early opinions here!!!

Re: RSA Oversight of PACT Program Proposal

I have always been impressed with Dr. Bronner. Let's hope the RSA will oversee it....My 2 children were 2 of the first ones enrolled in PACT in 1990. They have graduated from UA and now have children of their own. We all  have 4 PACTs for our grandchildren. Last week I spent Thursday afternoon e-mailing my local House and Senate members and others ....and Kay Ivey and Gov. Riley!! I have only received 1 response so far. From the" Office of Treasurer" it said "Thank you for contacting the Office of Treasurer Kay Ivey. I can assure you we are working on solutions to the PACT problem. Thank you for your support.".........I hope I will receive more responses. My brother has his 3 children already paid for. He has been contacting representatives, too.  I will keep you informed if I receive anymore e-mails.   4GRANDS

Re: RSA Oversight of PACT Program Proposal

We need to get a commitment this year.  Its good to see the responses on this forum and input from our Legislators.   The problem I see with RSA proposal is that 4 year colleges (Like Alabama and Auburn) will not agree to freeze any costs or accept reduced tuition fees.   Why should they when they are turning studients away? If Universities can make more money with foreign student tuition, then what incentive is there for them to educate Alabama PACT students?   Whatever is appoved must allow the tuition to be paid at all Universities in Alabama at the same rates as non-PACT students.  Otherwise I see future Alabama PACT students being denied addmission.

Re: RSA Oversight of PACT Program Proposal

I wrote my state rep  on Apr. 5 and asked his opinion of our chances of getting Oil & Gas Royalties.  No response yet.  It is approved by the appropriations committee for $150M for PACT to be paid back later.  It now goes to House floor and then to Senate.  I will post my rep's reply, if and when it comes.

Re: RSA Oversight of PACT Program Proposal

dhpeacher thanks for the input.  I agree that the best chance of funding is the Oil & Gas Royalties.   We must express our opinions to our legislators in unison as citizens and voters of the State.  Does anyone have a list of all the PACT members?   I believe we can use the Freedom of Information Act (FOIA) to obtain a list.  I believe our best chance for PACT survival is to organize PACT members and respond in numbers to the State legislators.

Re: RSA Oversight of PACT Program Proposal

We are seeking a way to obtain a valid list of all 48,000 PACT members. To date we do not have it. FOIA provides public information but PACT is a trust...we are seeking a solution.

For now, get everyone you know to join our site. Everything we know you will know and vise versa.

Re: RSA Oversight of PACT Program Proposal

Lots of news... hopeful "something "we will ALL be able to get behind and really cheer about!! Just curious... anyone know where the extra 1,ooo pacts came from... Now we have 49,000 to  SAVE   instead of the reported 48,000.  Gives us more #'s and more votes.  Keep Working!!!!

Re: RSA Oversight of PACT Program Proposal

For those of you who get TrojanVision (Troy University's television station), you might want to watch former Legislator Steve Flowers' interview with Kay Ivey. It ran the other day and I found out it wll run again this Thursday and Friday at 8:30 and 9:30 p.m. (People in montgomery who have Knology will find it on 43)
Much of it is spoon feeding one democrat to another, but they do talk about the PACT program. She talks briefly about what the committee is working on and says PACT will not go away! I think it is the strongest language I've heard from her.
However, she won't get into some details because of the 2 lawsuits that have been filed.

BamaPactMom -

Do they have a website where they may post the video- so that we could share it on the site?

Thanks!

Re: RSA Oversight of PACT Program Proposal

I have asked the station. I've been to the website and don't see it there.
I will try to tape it tonight and see if I can figure out how to share it with all.
