He provides 5 great ideas here, perhaps most notably agreeing that - [i]Utilizing a small portion of <the Trust Fund> for a limited time would not cause an undue burden and would help PACT survive.[/i]

And, double kudos to him for also publicly recognizing the binding legal contracts we own -

[i]The question that is repeatedly asked is: What is the obligation of the state of Alabama to PACT parents? [b]Clearly a contract was signed, an agreement made and money paid by the purchaser. Beyond the issues of contractual, legal and moral obligations, it is a matter of honor.[/b][/i]

Ivey's 1st bill (which I haven't seen and sounds like a clone of Wren's bill) guaranteeing payments must pass immediately to avoid all lawsuits. By the way, Kay, it should be called the "[u]Legal[/u] Obligation Bill". Then, it's up to our legislators to find the revenue to fund the guarantees and I think Wallace is finally pointing folks in the right direction. Let's halt the politics and get it done!]]></description>
